In the English system, the purpose and structures for multi-agency working to keep

children safe and to provide for their wellbeing comes from The Children Act 2004.

These are developed in regularly reviewed guidance the most recent at time of writing

being Working Together to Safeguard Children 2020. The basis for this guidance comes from

past Child Safeguarding Practice Reviews (formerly known as serious case reviews)

which consider the impact of inadequate multi-agency working.
